The difference between a tile cutter and a stele cutter is that its wheel is much larger than that of a glass cutter and this allows you to make a deeper cut. Also, the tile cutter has a special mechanism with which you can break the tiles into pieces immediately after the cut. It should be noted that if floor tiles are cut, then this mechanism must be made of metal. For wall tiles, a plastic analogue of such a tile cutter is quite suitable.
